Your proposal makes total sense! It would level the playing field for ALL applicants, and would have the effect of bringing employers into line with accepted employment practices worldwide.

One flaw in the plan is, since when will government(s) ever do anything that makes sense? Work permits bring in $$$$$ and anything that reduces their number is fiscally irresponsible. Also, the biggest fear a politician has is the word "binding!" You'll never see that word in any legislation, as it may adversely affect them eventually!

Binding arbitration? Binding referendum?? Not in this political climate!
