Subject: HIV/AIDS Testing

The Cayman Islands Government should have one time mandatory testing for HIV/AIDS of everyone on the Islands during a short specified period of time. This would be done to evaluate the cost to Government of treating infected people now and in the next few years. In addition the testing will inform people who do not know they are HIV/AIDS positive and hopefully some of them will refrain from spreading the disease to there sex partners. The testing could be done in a number of anonymous ways. The one that comes to my mind is a system where a person gives blood for testing and it is placed it in a tube that has a sealed two part label. The first part containing a number, which the donor tears off and keeps in his possession. The second part is a bar code that stays on the sample tube. This bar code is similar to the ones used in super markets that corresponds to a certain number. When the tests are finished the results are posted at the post offices and Government buildings A person then has the choice to read , or not to read, the result corresponding to his number, in complete secrecy. It would be hoped that infected people , once informed, would get appropriate medical treatment, and not unknowingly spread this dread disease. Each tested person would receive token with his name on it, at the time the blood sample is given. A person who does not have an identification token will not be able to do any business at any Government office or Authority until he obtains one.
