wouldn't making him work up profiles of criminal suspects have kept him just as busy??
I don't know much about profiling (just what I've learned from XF, actually) but I'd think it would be psychologically and emotionally grueling work. . .that after a long day of diving into the minds of deviants, Mulder would be more likely to want to down a beer, watch a sporting event on TV (or pop in one of "those videos that weren't his") and veg out on the couch, rather than do some after-hours alien-busting. Making him spend all day listening to wire taps just left him restless and angry.
