So God's plan involes us finishing what God started. God made everything we need to do this. Much like you helping your son write his name. You buy the paper, pen and give him instruction. God has given us the physical universe, each other and the Torah. Now we need to use the precepts He has given to create a just society that protects the weak.

The plan is perfect. We aren't.

We are also tols that we are not expected to live up to perfection. If you analyse the talmudic teachings, we are responsible for only doing half of the things placed in front of us. So we are given the ability to be wrong. We are just asked to be more than 50% right, or good. The fact that there are enough people to help makes up for this.
