It was a difficult lesson for me to learn too. Jews had always weathered the storm. Businesses were wrecked, people beaten, forced conversions, etc. So these warning signs were just historically more of the same things that happened to Jews in Europe.
As I said it can be argued that the Germans themselves did not know what was going to happen until the Wannsee Conference. (Kristelnacht Novemeber 8, 1938; Wannsee January 20, 1942) At this conference the various techniques were discussed, and the relocation changed to extermination as the final solution for the "Jewish Problem."
