Fortunately for you, these answers are the same for SL and ASL. Everyone should bare in mind that rules questions often must be very careful to specify which rules set is being used!

No. A leader has no firepower by himself (except when in CC without accompanying squads, where any/all leaders are given a nominal 1).

You are trying to make it more complicated than it is. Unlike some games (like the Columbia block games), CC combat is IN FACT simultaneous. This means that BOTH sides get to predesignate their attacks and make those attacks regardless of the success/failure of the other side's attacks.

No, There is no requirement to do so. But note that every unit in CC can _be_attacked_ by the enemy, regardless of whether they attack themselves. Also, for example, an 8-0 leader that has accompanying squads in CC can not meaningfully contribute to any attacks and would still be lost if all freindly squads in the hex were eliminated.
