Maybe in a professional sense, but not at a personal level. And I'm not saying that because I'm a noromo. The scene where Mulder and Phoebe are dancing and kissing, and Scully has just arrived, she looks more uncomfortable than jealous. She's biding her time until she can interrupt them without anyone becoming embarrassed. When she finally does interrupt them, she seems pretty peeved that Mulder and Phoebe have allowed personal feelings to interfere with the job. But she doesn't give Mulder a hard time about it, maybe because she knows he'll be harder on himself than she could ever be.
