I don't remember any mention of Charles' wherabouts at all.

The guy doesn't look like a Scully family member to me but if there's some way to connect him to Dana so that William can be returned without this poor couple going through hell I'm all for it. Are there any other peripheral characters we are overlooking that could be this guy or his wife?
