What we need here is solid backing by our union, our stewards, riberio, goehller to name a couple. To truly lead us forward in the upcoming unrest with all that is going on with contracts and some of this petty stuff. With a strong showing of us behind them, we can get the things accomplished that we are setting out to do. Rep. Chris Walsh: "Early retirement incentive program serves as an important step towards a budget solution for fiscal year 2016."

Framingham State Rep. Chris Walsh joined his colleagues in the House of Representatives on Wednesday to pass legislation that creates an early retirement incentive program for Group 1 employees in the Office of Governor and Executive Branch.

The program is anticipated to achieve $172.9 million in net savings.

The program was originally proposed as part of Governor Baker’s FY16 budget and was taken up separately so that associated savings can be included in the House’s budget, which will be released next month.

“The early retirement incentive program serves as an important step towards a budget solution for fiscal year 2016,” said Walsh, a Democrat and one of three state representatives in Framingham.

“This retirement incentive program is a means of improving government efficiency by bringing the cost of the government payroll down. This savings will help to protect the programs we care about,” said Walsh.

The legislation contains numerous provisions that will help ensure the projected savings are realized including a cap on backfilling positions. Spending for backfilled positions is limited to 20 percent of the annualized compensation that would have been paid out over the next two fiscal years for that role.

Eligible employees must apply for the early retirement incentive program no later than July 15, 2015, with an official retirement date of July 31, 2015.

The bill now moves to the Senate for its consideration.

Governor Proposes Higher Employee Contributions


MARCH 5, 2015: Monthly insurance premiums for the 425,000 enrollees of the state’s Group Insurance Commission (GIC) will increase starting in June.


The increase in monthly premiums is the result of higher medical inflation across nearly all GIC plans. Essentially, the price of medical care and prescription drugs is once again on the rise.
GIC Commissioners approved an average premium increase of 5.7% across all insurance plans offered by the state. Retirees enrolled in the Optional Medicare Extension (OME) plan will see their monthly premium rise $2.49 (90/10), $3.75 (85/15), $4.99 (80/20). The increased premium amounts represent an overall increase of 6.5%.
Members not enrolled in Medicare, but are enrolled in the GIC Indemnity Plan (UniCare) face a 4.3% increase. Harvard Pilgrim Independence clocks in at 9.2% and Tufts Navigator at 7.3%.


“We never want to see any of these costs go up, regardless of the reason why. And we can’t forget that these higher monthly premiums are on top of the higher copayments and deductible that were just approved last month,” says Association Legislative Director Shawn Duhamel. “Many retirees are going to have a hard time finding a way to pay these bills. Thankfully, most of our members are enrolled in the OME plan, where the dollar increase is modest.”


Members can look to the May 2015 edition of the Voice for a full report on all GIC costs for FY16.


Employees & New Retirees Could Pay 25%
Using the reported $1.5 billion FY16 budget deficit as reasoning, Governor Charlie Baker has proposed increasing all active state employee and new (not current) state retiree insurance contribution rates to 75/25 beginning July 1, 2015.


Currently, active employees hired prior to July 1, 2003 contribute 20%, while employees hired after that date contribute 25%.
There are now three separate state retiree contribution rates depending upon date of retirement: 90/10 (prior to 7/1/94), 85/15 (7/1/94 – 1/31/10) and 80/20 for those retiring after 1/31/10. Baker’s proposal would create a new fourth tier of retiree contributions for those who retire beginning July 1, 2015.


“While we’re grateful that the Governor saw fit to hold older retirees harmless, something every governor since Bill Weld has done, our Association strongly opposes his plan to increase rates on active employees and new retirees. In light of the higher out-of-pocket costs, these employees and retirees are already paying more than their fare share of insurance costs,” said Association President Frank Valeri. “More must be done to hold the health care providers and drug companies responsible for increasingly high prices. The answer to controlling costs does not come from shifting new costs onto people who cannot afford to pay.”
Baker’s budget now goes before the House, where Ways and Means Chairman Brian Dempsey will conduct a full review. The House is expected to debate and vote on its version of the budget in late April, before the Senate takes up the document in late May.

Please be advised, there is currently no filed legislation for Group 4 early retirement incentive. The E Board is working with several legislators to file legislation to include Group 4 Executive Branch employees. As many with time in know, we have never been offered an Early Retirement Incentive, mainly because we have the 20/50. Updates to follow.

In order to be deemed eligible by the board for any of the benefit options under the retirement incentive program, an employee: (i) shall be an executive department employee on the effective date of this act; (ii) shall be a member in active service of the state retirement system on the effective date of this act; (iii) shall be classified in Group 1 of said retirement system in accordance with clause (g) of subdivision (2) of section 3 of said chapter 32; (iv) shall be eligible to receive a superannuation retirement allowance in accordance with subdivision (1) of section 5 of said chapter 32 or subdivision (1) of section 10 of said chapter 32 on the effective date of this act; (v) and shall have filed a written application with the board in accordance with subsection (b).

This is Kelly Mead.

I am vividly aware of the things that have been posted on here that not only mention me by name but also allude to me. I am aware of what’s being said behind my back at work and how most of you feel about me.

I would like to set the record straight because I’m beyond fed up with the rumors. I have nothing to hide, had the same story since day one, and have reached out to countless outlets to put a stop to this with no avail.

I was removed from IPS on January 7th for a reason completely unrelated to what transpired on the previous Saturday. My action that caused my removal happened in a different place, on a different date, and was reported by a different person. My reason for removal was because of a misjudgment on my part when I broke DOC rules. On Sunday the 4th, our runner brought in pictures to the office. I viewed the pictures which were not inappropriate by any means. I brought the pictures back to his unit- the CO who was working saw me there. That is where I broke a rule- I held an item he should have never come to work with and additionally circumvented the “search” procedure done by the ad-gate officer. I did not report the con bringing the picture to his job and I returned the pictures to him in order to cover up his mistake. This was reported in a confidential report which was then handled by administration. Both of those reasons were grounds to remove me from IPS.

What happened the day before is where you who post on here and who have crucified me over the past 3 weeks are wrong. Saturday was not my day off. I switched with my two boss' approval that week. They can vouch for that, and the information was marked on my time card- there is a copy of my card somewhere in assignments if you must verify. Mike approved me to work in the basement. Ask any IPS who were in the office on Weds Dec 31 when that conversation took place. In case you are unaware, the storage area is probably double, if not triple the size of the captains’ office- nowhere near close quarters. There are 4 locked doors before you get to the actual evidence. I would have left all doors unlocked while I was in there except the Sunday before, as I was searching a con’s property before a drug eyeball, I was interrupted multiple times. Not sure where that’s allowed during any IPS investigation but it happened, and me-- with my ‘one year in and target on my back’ didn’t make a big deal of it. The next time I was ASSIGNED by my BOSS to perform a task, I took a precaution to keep unnecessary staff out of my area. I only locked the door by the SMU so if anything were to happen I would be able to yell, if not at least, motion for help in front of two officers (ad gate and 1st floor post). This is also how the doors were when I worked alone during the morning.

I came to work in BDUs. Any staff in the lobby that morning can verify. the Captain was aware I was entering with street clothes and I declared all items when the Lt. in the trap searched my bag.

A Lt. came down before I took a break and can verify all the shit I moved by hand- the hallway was full of the old evidence bags and boxes I had taken out of the storage room by myself. I wasn’t down there twiddling my thumbs or sitting on my ass. I was ankle deep in mouse shit and dust and if you had any clue how much work I did you’d know I didn’t stop all day.

Our runner comes at work call before the 1 pm movement. At some point after my lunch I realize I wasn’t nearly halfway done my work to get everything back in the storage room to be properly locked but I only had a few hours left before the shift ended. I asked the ad gate to let me know when the runner was done his job so he could use his janitor stuff to help me move the evidence back in and clean all the shit piles I made using a broom I found.

So far I:
Got permission to switch days off
Given a task by my commander
Cleared by DOS to get keys in order to do task
Show up in uniform and get permission to change clothes
Keep my area secured from other officers while still keeping in mind my safety if I hurt myself at any point
Show a lieutenant my progress
Take ONE break in the IPS office
Ask for help from runner 1) after he’s done his assigned job and 2) as not to get OT (if you had any idea the shit IPS gets for OT you’d know this isn’t a reach)

Now this is where many of you have the wrong idea. The runner was in the basement for maybe 45 minutes. The ONLY physical contact I had with him was he put his foot up against mine and said “goddamn, you do have big feet”. We were rarely in the same personal space- meaning I couldn’t reach out and touch him. He moved and stacked shit in one area while I sorted evidence in another. I swear on my fucking life, on my unborn children, on whatever it’ll take for even one of you to stop this- I never ever crossed a physical, emotional, sexual, professional boundary with him or any inmate, ever, in my career. I have offered to take a polygraph test, I’ve offered my home computer and cell phone to be searched, even my home to be searched. My work computer and phone are state property and I know every keystroke is recorded and I have ZERO concerns about any of that being looked in to. I allowed an inmate to be in an area that stored evidence and that is another rule I broke. If I had been aware the severity of this situation I would have worked on moving the evidence by myself for an infinite amount of time if that’s what it took.

I am acutely aware the reputation females at a male facility have. But I can only speak for myself. If none of you believe me than there’s not much more I can do- but I was not removed from IPS for being inappropriate with an inmate nor have I EVER crossed a line or even teetered near a line with an inmate. I’ve reported all inappropriate comments cons have said to me, and I’ve even reported when other inmates would tell me that so-and-so is trying to see how far he can push me. I’ve reported everything which is why my choice to have an inmate janitor help with janitorial duties was an ignorant, naďve oversight that I accept responsibility for.

As far as the rumors and how they’ve exploded, I’d also like to clear up my status since the 7th.

I left early on the 7th. I won the 8th off in the book. The 9th & 10th were my scheduled days off. I called in SL-1 on the 11th and 12th. I spoke to Blood at some point and told him I’d be at work on Tuesday the 13th. I have two pieces of proof to show no verification I was on No Inmate Contact status. In fact, the exact words are “If she does come in have her work out front.” I don’t read NIC from that sentence. However, “NIC” was written next to my name Tuesday the 13th. Since probably 90% of the staff at Norfolk either sees the paper roster or has access to it on the S drive, “Mead is on NIC” spread pretty quickly.

My confidential took some time to submit. That Tuesday was a blur and during the afternoon I was reminded that I still needed to submit my confidentials. I also want to address this “cover up” that was posted. I had just been booted from my position, lost a cousin and uncle in the past 3 weeks, and was on my second day back to work. I wrote my reports on my own. I did have a meeting with O’Malley that day. I have the original drafts of the reports I wrote with the editing marks on them if you must see. I also have copies of my confidential if you’d like to compare. The words I submitted are my own.

I submitted them on the 14th. NIC remained next to my name even after the next week’s rosters were printed. Even over a week later, there was still an issue. I met with Bob again and he sent an email stating I could work anywhere in the institution (also, I have a copy of that…..) AND I verified that the reason and only time I was specifically delegated to work out front was pending the submittal of my confidentials, done on the 14th.

Additionally, I have verified multiple times with multiple people I am not and was not EVER under investigation. I fucked up in the ways I said above and would have been removed regardless of all this subsequent rumor bullshit, but this should put an end to the idea that my removal was based on behavior WITH a con, it was not. It was because I, as a “higher standard” officer am not allowed gray area when it comes to the rules, which is what I signed up for, but I broke rules NOT crossed a boundary. When OIS showed up one afternoon since this all happened, it wasn't for me.

When you add “alone, locked in a basement with a con in ‘skinny jeans’ “ with “NIC” with “NIC means she’s under investigation” you get that I’m a disgraced scumbag who was walked off and, like 2 other females, are the reason we only work in the VR and GH and shouldn’t even be in corrections at all.

Look, you’re all entitled to your opinion and yeah, if I were a con fucker then I’d deserve everything you’re saying about me. But I’m not. I mind my own business, don’t fraternize with you, don’t talk shit or get in the middle of your gossip. I wanted to get on IPS so I could get into OIS and maybe the admin side eventually. I got IPS without sucking or fucking my way there and I tried to treat everyone fairly before and after I was on. Now, I can’t even get myself to go to work my anxiety is so bad. So take my side or leave it, or make fun of me for being a needy pussy who cries on the bitch board, I really don’t give a fuck anymore but stop with talking about things that are untrue or that you don’t know firsthand.
