Not sure what anti-powergaming code you're talking about.
NPCs and PCs learn at the same rates. Though it is true
that the more you powergame the more you hurt yourself
but that's just a natural reflection of the learning
process and how sometimes when we are trying to learn
to much we burn ourselves out.
If by anti-powergaming code you mean that you are wasting
your time by trying to backstab scrub jays and knaps all
day then ya, I can see that. But I see it as a factor of
trying to backstab a bird is useless in trying to transition
that knowledge to where to place the blade between a person's
ribs.

I'd say most likely if someone wasn't doing so well, then
turned around and started doing a lot better he probably
ran across a weapon in his wandering and wielded it. Some
of the NPCs are set up to be pretty weak at hand to hand
but give them a blade and you're in tough shape.

Though I'd question more if you go after PCs for their
equipment as well as NPCs? Does your character kill indiscriminantly
for money or only in the forest? If it was someone else in
the forest with a different description would you go after
their equipment or would you figure they must be a PC so
you're not going to do that?

Hell, if I had seen something like that going on I might've
been tempted to jump into that NPC and give you some lessons
on just why you don't want to consider NPCs an easy kill as
opposed to PCs.
