Prices of what a merchant will pay for an item goes down as
his inventory of that item go up. If he's already got 100
pairs of black trousers he's not going to want to pay much
for another pair. This is part of the fun of the crafting
abilities. The shop owner might not want another bronze
longsword but he might not have any bronze daggers. You buy
a bronze longsword cheap, smelt it, forge some daggers and
sell them back for a profit.

As for the bartering. Have you ever bartered with someone in
a swap meet and said, what's the lowest price you'll go and
had them give you the lowest price? The price in the list is
what they're saying the lowest price is that they'll go. It's
up to you to offer lower. If they bite, they'll buy it. If
not they'll refuse.
When I went to buy a car that was listed at $11,000 I had to
ask if he'd take $10,500. I didn't say, tell me what's the
lowest price you'll give me on this car.
I first said, I'll pay you $10,000 for it, he said no. So
I said, ok I'll pay $10,500, he said ok. Then we made the
exchange.

When you're selling an item, since the NPC is pretty inactive
you have to offer the item for a price you think he might
buy it for. If you have a sword that's valued at 100 gold
you might want to see if the merchant will take it for 110
gold. Though it's different for each merchant as far as how
much they mark up prices and such. You need to get to know
which merchants give decent deals and which are ripping you
off.

As far as bartenders buying armor and weapons...that's not
supposed to be. I try to fix those shopkeepers when I see
that.
