While extra spells for a high intelligence is probably a lost cause there is another rule in 3E that I think makes sense and won't really change anything too much. Arcane spellcasters are assumed to be researching spells while they are adventuring so each level they advance they gain any 2 spells of their choice from the PHB. After having Perith go through his entire 5th mage level with only protection from missiles I think this is a really good rule. What about it?
