There is no maximum age for litter training, actually it is easier to train adult bunnies. baby ones are just like kids, too busy playing to think about litter training, so don't worry, this might take time.
When he pees somewhere you should take a piece of soaked paper towel that you cleaned the pee with a nd put it in the litter box. Than he will smell that his pee is there and maybe will catch on. I also heard that some people put more then 1 litter box. Especially that he likes to lay in it, you might want to put another one in. Some even put one in each corner. Then after a while the rabbit chooses one to pee in and you can take out the others, or leave one extra if he likes to lay in.For cheap litter boxes try to get aluminium baking pans. I get mine at Dollarama for 50c. good luck training that little one and be patient :).
Does he have a place other then the litter box to lay in? My bunny started by lying in the litter box, but soon discovered the cardboard (not too high)with a towel I have prepared for him and now lays there. Try this, but watch so he doesn't eat the towel, he can bite at it, but not eat, if he eats it, you can take it out and put instead a srtaw mat.
What kind of shavings do you use for his litter? I suppose you know that pine or cedar ones are not good? Aspen is good. I have found out that wood stove pellets are even better to absorb the odors and my bunny likes them.
