Subject: Trouble starting in cold weather

I have a 97 Ford Explorer XLT 87000 miles. When I start the engine in cold weather it idles to about 3000 RPM then back down to 500 RPM and sits there chugging between 500 and 250 RPM then goes back to 5000 RPM and does this for about 3 minutes. I replaced the Idle speed motor (IAC solenoid) and still have the same problem. Currently I am looking for a friend that has a code analizer so that I can figure out whats wrong. But any advise would be great. Thanks in Advance
