Resoldering/replacing the wires is worth a shot, but it may be easier in the long run to replace the horns. Mike mentioned some aftermarket replacements in another post.

On the wheel noise, if you don't think it is tire noise, then your wheel bearing may be the next culprit. I assume it is not the brakes making noise or perhaps the brake wear indicator since you mentioned it is from both sides and that it is probably not affected by braking (or you would have mentioned that).

You can jack up the wheel and spin it by hand to see if you can hear where the noise is coming from. Depending on the mileage and if the rims are not stock, it would not be a surprise if the bearings are starting to go....good luck, Glen
