Well,

To be honest with you it sounds more like a vacuum leak is present somewhere. I currently have an 89 DX and a 95 EX, my 89 has 298,950 miles on it. Runs great, but, due to the age every once in a while rubber will crack, and if it happens to be in a vacuum line, they can creat huge problems. I have had to replace cracked hoses there times twice on this car and once on an 86 Accord I had. There is a potential of a bad ground some where. I assume this happens all the time and not just when it is wet out? If you are dealing with a bad vacuum line, the problem is not the cost of the parts to fix it, but more in the costs for the persons to find the problem. I would take it somewhere reptuable, a you should not authorize any replacment parts unless they will gaurantee that it will fix the problem. You may want to be sure all the vacuum hoses are attached. Then start searching for a vacuum leak.
