Hi Darrick
I think I can answer your question. I'm having a related problem with my 93 Accord Wagon, and so I took the cover off the hump where the shifter is, and looked around. On the right side of the hump is a metal cylinder that pushes out when the brakes are pressed - I think it's a solenoid, as it has electrical contacts on one end. It pushes against a plastic part that swings forward when the car is put into park. That same plastic part is in the way when you push in on the button on the side of the shifter. What the button on the side of the shifter does is, through a little internal ramp, push down on a rod that then moves down and allows the transmission to move out of park. When the rod can't move down because it is blocked by the plastic part, the transmission can't come out of park. So when you press on the brakes, the solenoid pushes the plastic part out of the way, the rod can move down, so the button can go in, so you can shift out of park.
Two things: either the solenoid isn't working (a problem with it, or with the switch that sends it power (which might be on the brake pedal), or it's just a little sticky, and b) the plastic part might have some gummed up grease that it making it hard to move. If you take the cover off (there are six screws on my car), you can see all this happenning. Another alternative, when the car is doing this, is, when you finally hear the click that lets you know that the car will shift out of park, do it a few times. If it's something mechanical, simply working the parts might warm up the grease. Also, once it's working, keep the brake pedal down and slowly move the shifter back and forth, which will move the plastic, I think.
