Darrik, I have a 99 Accord EX and have encountered both of these problems. I started having problems trying to shift the car out of park. I would hit the brake and the shifter would not be released. Took it to the dealer. Don't understand completely how it works but the component that pulls the pin to allow the shifting quits working. I have the extended warranty and it was covered. No problems since.

As for the sticking throttle pedal. This was driving me crazy. I was having to get it in the morning and pump the throttle before starting so that it wouldn't stick. Called the dealer, they told me that it was carbon buildup. Instead of paying $90 I did it myself. I am NOT mechanically inclined but it was very easy. Took the air hose off the intake manifold. (Upper left under the hood) Theres a butterfly valve of sorts in there. Took some degreaser on a rag and wiped the inside of that metal valve until it was clean. Also wiped off the throttle cable just in front of the intake. Haven't had any problems since. Hope this helps.
