I had this problem with my 1990 accord ex. It was nothing more than poor adjustment of the idle speed. There is a cable and a screw for adjusting the idle. In my case the idle screw was adjusted to the maximum. Thus when the idle sensor wanted to raise the idle there was no adjustment left and the idle surged by the maximum trying to adjust.

My mechanic readjusted the idle by adjusting the cable and allowing some adjustment on the idle screw and the problem went away.

Look for something simple before you get into replacing a bunch of parts.
