. . . and not really an enumeration of certain rights, but of restrictions upon congress. It doesn't say we have a right to free speech, or to congregate, or practice religion. It says congress can make no laws restricting these things. I don't see how you can interpret the ninth amendment to prevent the states from passing drug laws. Again, I'm not saying that I agree with it. I'm about as libertarian as they come. I'm merely speaking according to my understanding of how the constitution is written.
