"I understand your adversion to classes, however, I am a loyal believer in rank, and the privileges that rank brings. However, I believe that rank should be based on achievments and personality, not the amount of gald a person has! If I had my way, Seabeast Cumplen and Captain Stargazer would be Admirals, while I would be a Captain. It just so happens that I have been able to accumulate coins. But what is a Navy without officers? After all, this fort is a naval and political power. We have no army, although I don't doubt that our navy can fight on land as well as on sea. But do any of you see battalions, divisions, Generals? NO! We have a navy, and must operate as such! Meaning promotions need to be based on the disicions of an Admiralty! Gold must be regulated by pay, with BONUSES because of activities! And if prizes are taken, the money devied up accordingly! I know some may have objection to this idea, Admiral Snowstar especially, as it will take away much of her power, but it has been proven time and time again that the only way to control a navy is discipline, and discipline can only be achieved through fair pay and fair promotions. I also believe we need a bill of rights to make sure that everything stays fair. I am proposing a bill to form and Admiralty to conrol all of our Navy! Who seconds?"

But those less active people would be getting a free ride, as to get good pay, you have to work hard and earn your rank. Do you know what a seabeast makes in a typical navy? But it could be so much more. Besides, what is a Senate for, if not to propose and pass bill that change the fort? To keep the politicians in the Fort happy? I don't think so!"   - You bring up an interesting concept, Senator Darksun. However, I think I side with Admiral Stjerna on this. We simply cannot let those who do nothing gain a free ride, or that would encourage the rest of our fine brothers and sisters not to do anything either. Coins are rewards for effort, and so they are only gained with effort. As for personality, that is indeed an interesting concept. You cannot give rank based upon one's personality...You'd have far too many ranks and you cannot judge a beast's personality as beasts have different views about another. By judging a beast's personality that would be something like discrimination towards that beast....So therefore Darksun it would not be right to have ranks based upon personality.
