This example is invalid:
1) Mr. Tung pushes the person in the well. Suppose the person is HK, who is the friend next to him?
2) The one who wants Mr. Tung leave should be the person in the well.
3) In reality, the person in the well has told Mr. Tung not to push him in the well (majority of HK opposes many of Mr. Tung's decision). Mr. Tung still insists on pushing him down.
4) Since Mr. Tung ignores the complains of HK citizens, how can he be responsible?
5) Unlike the person in the well which he cannot escape by himself. The HK economy is possible to recover as time passes, which means the person can climb up the well by himself in your example.

If you want a better example, let's try the "doctor" example again. Suppose Mr. Tung is the doctor, and HK is the patient. One day a patient with a broken arm (bone cracked, not the arm cut off) is sent to hospital, and Dr. Tung takes care of him. Then Dr. Tung uses the wrong medicine and injects into the patient's body, causing one of his lungs to stop working. After some unskilled repairing, Dr. Tung tries to fix the broken arm and mistakenly breaks another arm. After several "treatments" the patient is almost dying, and he yells for having another doctor to treat him. Yet, Dr. Tung refuses to quit the job he is doing because he needs to be responsible, despite patient's begging him to go.

I see you try to defend Mr. Tung by blaming the downfall of HK economy on surrounding environment. However, the fact is, Mr. Tung has made many wrong decisions which deepens the economic crisis and political unrest, and these decisions cannot be blamed on the environment.

1) 85,000 housing policy. Enlarges the fall of housing price. Many people now have "negative property".
2) Requests Chinese gov't to add explanations to the law, after the final judgement has been made. This harms the judicial system greatly.
3) Makes changes to the system of civil servants ineffectively, causing the morale of civil servants to drop.
4) Intervention of stock market. The banner of "free economy" has been broken.
5) Legislate #23 of Basic Law (or whatever its called) in a rush. Refuses to listen to the opposing voices and seperates HK into 2 half: support and oppose.
