And if you don't pay taxes then why should you even get any money back? Wasn't yours to begin with. SO the issue is not whether some people get one and others don't. It's why are people stupid enough to fall for this crap that only the top 1% get a tax cut. You pay taxes you get tax cut. Plain and simple.
