I see no reason why kids cannot be assessed and given different amounts of money, depending on their needs. That's a great way to level the playing field, too.

So, kids get extra if their needs are extra, and schools get extra where it's deemed necessary too, in order to provide incentive for schools to compete for those dollars.

Wouldn't schools want to compete for the secular dollar too?
