Subject: 6 year old gelding with VERY swollen fetlocks hind legs

We just bought a 6 year old gelding from an auctioneer. He seems to have very swollen fetlocks on his hind legs, and his hooves are worn uneven, not taken care of or trimmed recently, and he gets quite lame off and on (almost fell over walking the other day).
I am very concerned. I don't trust the man we got him from-we gave back the first horse we bought due ot a back injury, and took this one in exchange. Now, I am worried he has injuries as well. We were told this horse was ridden all summer....if he was maybe he was injured during riding.
We live in an area with basically no equine vets and need to get as much info as possible on our own. How serious could this be? Would this be a bowed tendon maybe? Why would his hooves (hind only) be so light colored? I just don't want to be neglecting a condition we could potentially help this horse with. Please any info is greatly appreciated.
