Subject: Stranger /Dog Aggressive

I have recently adopted a female 2yr old. She is fantastic with my wife and I and other family members. Although, she is in the home kennel when they come over. But outside, she is overly aggressive towards other dogs and people. We have her on a prong collar, which keeps her from lunging. And she listens to me (kinda) about sitting or down. While the dog/person passes by. But man does she growl/bark. I know if she was off leash, the other dog would be hurt badly. she is very serious when she is in this mode. I am asking for advice on training to overcome this compulsion of hers. We walk the block almost everday, she in the heel position. I give her a strong correction when she starts to get aggitated. Most times she responds and settles enough for her to listen to me, and we can proceed on our way.

Her background:
She is a nervous dog. Spooks easily.
VERY high drive.
She has been thru alot of owners in her short time.
Pretty good basic obediences.
Not food aggressive.
Loving and playful with immediate family and cat.

I have seen some improvement, but not enough. My wife and I are concerned for her and the safety of others. When does one decide she is not fit to live with humans? Honestly, I am not sure I could make that decision. So looking for some experienced advice.
