The runabouts have sides as well as fronts and backs, these sides are vulnerable.

But are they inclined to do so? Voyager battled many a foe that swarmed them with smaller much more manuverable craft and they wouldn't even deploy shuttles much less that kick ass Delta Flyer. Just because they can do a thing, does not mean that they do, or that they realize can do said thing.
I've never heard of Picard or Kirk or Janeway saying, "Deploy the shuttles, have them harrass the enemy while we move in for the kill"
