A fair point. I suppose you could say that the Ferengi might have stolen a cloak from the Romulans (we saw that even Quark could get one!). Or maybe they approached from behind the planet, and that it masked them from the sensors. However you would then have to ask 'How did they detect the Enterprise then?'.

That might be explainable, by saying that the Ferengi detected the Enterprise at extreme range, and then used the planet to mask their approach. The Enterprise and the Hathaway might not have detected them, because at the time they were intent upon each other in the wargame.

Actually, a more interesting question would be why were the Ferengi so far inside Federation space? After all, the Hathaway was placed around the planet in storage, so you would expect it to be a fairly 'safe' planet. Certainly it shouldn't be on the borders, it should be deep inside the Federation, and as safe as possible.

If it was at a 'safe' planet, this might also help to explain how the Ferengi got so close. Maybe the Enterprise did detect them, but just ignored them as a non threat ('it must be a freighter sir!'). Perhaps they did have a cloak and were on a spying mission.

However, speculation aside, its a good point.
