I agree that standard shields would not be automatically immune to turbolasers. I further agree that the phase cloak would not be standard issue to Federation ships. However, we know that the ship's shields can be easily set into metaphasic mode in a matter of seconds. Metaphasic shields can take the energy level 'inside' a sun's corona (which is pretty good) for some time, so it should be useful against turbolasers, though it will not confer automatic immunity.
