(1) the implied message which thus becomes essential is the opportunity cost in funding a grand opening.

(2) the second point not yet deduced from the note is that a long term plan be put in place to extend this essential programme to all the district levels in the province. furthermore, the transition process in bringing in the epg, epa and the national government be formulated in the plan.

(3)there are other structural impediments which hinder the growth of the industry: (a) community policing be strengthened and re-enforced, (b) each district should be provisional power to establish district council authority to clean up all the districts; (c) all the districts, with subsidiary cultural centres, should promote cultural and traditional programmes in the district levels-regenerate such norms as 'tei'/moka between tribes and districts to promote unity and solidarity in enga; (d) provincial government should aid the local/rural people to build questhouses/lodges to accommodate visitors.

(4) fresh engan graduates should replace all old engans working in the province; people like Aki Timu (my tambul) but he seems to be only interested in the enga cultural centre. enga new fresh engan to move the province forward. your assistance is great.

(5)grand openning: in such occassion the open members to be accommodative for subsidary cultural centres such creating a well-rounded workable mechanism in place-if it is thought out proper and done good. revenue generating mechanism can be built in to ensure self-sustenance in the whole programme esp. during times which epg and the open members become reluctant to provide aid.
