I see paying school fees for children and the young generation of Enga by the Prov Govt as an important investment for the future of the province. To me, only formal education will change all social issues in Enga. If there is any service the Prov Govt should prioritise to combat tribal fight and AIDS/HIV, then it should still be education.
I don't think it is a good idea to do away with it completely, come up with provincial scholarship whereby tertitary institution and secondary school should compete on. To say, all students with grades of above 'B' gets a scholarship, or top 10 students going into secondary schools should get scholarships. Be genuine about human resource investment and come up with strategises to support the students to work hard.
There is much to do in regard to universal education in Enga, I believe the Prov Govt should get great ownership of such policies and ensure all school age children go to school in Enga. And such fee supports should be continued up to secondary school levels where parents should take part of the responsibility.

Finally, I see every political leaders who take ownership of the human resource and invest in them are seen to be visionaries. Our Good Governor has been one of them who has stand through hard economic times in maintaining that vision and he is highly commented. Moreover, other provincial governors have seen the benefit of such investment and they have followed suit. I suggest the Pro Govt revisit the policy and do something in line with what Sir J. Chan is doing for his province. Please, don't just stop this important investment.

Moreover parents in developed countries like UK and Australia today do not pay a single fee as 'school fee' from Reception to Secondary school. The parents of these countries have the employment and the money to pay their childrens' school fees but they don't.
Though village engans could be lazy, most do not have a sustainable source of income where they can continue to generate revenue. That is why such projects like Pyrethrum development for Lagaip Pogera by the elected MP is important. Introduce projects for the people to earn revenue before the Prov Govt pass some of the responsibility to the parents.

These are just my thoughts, but I think we should always give a second thought when we talk about human resource development.
