Moreover parents in developed countries like UK and Australia today do not pay a single fee as 'school fee' from Reception to Secondary school. The parents of these countries have the employment and the money to pay their childrens' school fees but they don't.
Though village engans could be lazy, most do not have a sustainable source of income where they can continue to generate revenue. That is why such projects like Pyrethrum development for Lagaip Pogera by the elected MP is important. Introduce projects for the people to earn revenue before the Prov Govt pass some of the responsibility to the parents.

These are just my thoughts, but I think we should always give a second thought when we talk about human resource development.

Well said Engan Lenge.

I see eye to eye with you on this issue. As a former beneficiary I believe this policy of Ipatas Admnistration must continue. It is the only policy of the Ipatas Administration that has been effective and has helped Enga's human resource for the last 10 years.

Apart from the Porgera gold mine Enga is a resource poor province. We do not have coffee, cocoa or copra etc that parents can work to earn income that will enable them to meet the fees. Further for the last 10 years the Ipatas administration has not done enough to Enga's economy so that the people can have available income earnings means where they can participate in.

By cancelling the policy now Peter Ipatas will set back human resource development and education in Enga by decades. Parents across Enga will find it difficult to pay the excessive fees in all institutions hence we will have many kids running around getting involved in all kinds of criminal activities. This will cause more societal problems for the province.

Lastly, the reason that Enga people will be lazy is very shallow. Enga is a tough province and Engans know what hard work is. They have been living it for generations by cultivating their gardens on tough terrains and these attitude as been passed on from generations to generations. I don't think people back home are lazy. All the Ipatas administration needs to do is improve on this policy and have something in it that includes or involves parents back home. For instance make it compulsory for parents to participate activey in helping to build classrooms etc..

The last 10 years investment in HR development by the provincial government has put Enga ahead of other provinces. When these batch of Kids start working they will bring Enga's status up. Education is the only thing that will make the best resource (human resources) of all resources productive and leads to ultimately to development and well being of peoples.
