When leaders have pre-made plans or vission, then he/she will know exactly where, how and what to spend money on as well as knowing what their purpose is to be a representative. However, by looking at the latest stage of Enga, I don't think our leaders have Heart for Enga. I don't think they have vissions to make Enga grow in terms of infrustructural developments.
