Subject: Black coating on new steel flat bar stock?

When I buy steel at my local steel supplier, it seems to have some type of very thin black coating on it. It is pretty tough and a wire brush will barley make a dent in it. I can’t tell if it’s something the manufacturer puts on the steel to keep it from rusting or if it is some type black rust or what.

What is it? And do I need to remove it before MIG welding it?

Any help is appreciated.
