This is scale,which is always found on hot rolled metal, angle iron and pipe although some pipe will appear having a varnish on it which has to be removed.The scale on hot rolled I like to hit with a grinder first, angle iron I don't bother with it will weld pretty good. By sanding edge on hot rolled where your welding, you will get much more penetration and a more cosmeticly looking weld.
