Hello Mr Bruce Lillard,
I'm the Science Advisor of Simmerville, meaning I'm also overseeing our educational program.
We have a system that we used for about 20 simdays now. The hood owns a house on campus, our young adults always go there. We have only 6 students at a time, some times less. It's a regular house, not a dorm, so the students need to cook for themselves. There are separated bedroom+bathroom for girls, 3 beds in each. The students organize everything themselves. There is a fee to get accepted, but they also get paid from the house balance when graduating. The students adjust these things as needed. They also buy new equipment if they see they can afford it - like not long ago they bought one more computer. Some student brought a candymachine. Another brought an easel. The hood used to be involved financially, but we found it easier to stay out.
They don't split freshmen and seniors, the only thing I know is that freshmen do most of the cooking. They hire a maid for cleaning.
