Subject: Population Growth (of Lack Thereof)

I've been keeping my ear to the heartbeat of my hood's population growth and noticed a disrtubing trend. Right now the hood population seems stable, but I fear that there is a decline. Every generation seems to hold fewer and fewer sims, residents are living longer and I fear that soon the hood will become too closely related to breed. The current generation of teens and young adults amounts to eight (six males two females), of which four are too closely related to reproduce and the upcoming generation of teens does not bring any hope to my fears. At the same time we are trying to ensure that overpopulation does not occur-though many families hate the small town-ness of the hood and some occasionally leave the hood for bigger hoods.

Are there any suggestions to rememdy this problem?

We have two methods currently in place to handle the situation:
-allow non local teenagers to enter university with the hopes that local teens will find mates
-allow non local families to move into the hood

Also we have some population hindering laws:
-only one family per surname may OWN property-all others must rent (ie: two children are born to the Smith family, only one child can own a house-probably the family home-the other must rent)
-only a limited number of lots will become available to residents at any given time.
-any immigration and intra-moving must be done on simday-monday.
