I agree with much of what vtvoter said ... BUT ... look at this from the perspective of a lawmaker. There are large shortfalls in the budget ... we have to find a way to pay the state's bills. Should we raise taxes? Not popular ... nor sound policy. Raising taxes in a recession is not a great idea. So then we can cut programs. But which ones? Douglas will cut VOSHA and some other minor government agencies. But that will only go so far to getting us to where we need to be.
Vermonters play Powerball. When there is a big jackpot, Vermont stores on the borders of NY and NH loose revenue because their customers are crossing over to buy lotto tix. While they are in tax free New Hampshire, they pick up their groceries, stop at the stores, fuel up the car etc.
If Vermont had Powerball, the Vermont stores would do better.
If Vermont had Powerball, it would be easier to pay for state government ...
I know that it taxation of the poor ... but if the poor are going to play anyhow, shouldn't Vermont get some of that revenue?
