To understand this phenomena it is important to understand the life cycle of the shoe.

The shoe is always born as one of a pair of twins, and in addition is by nature a herd animal.

Thus if just one shoe is left by a door, it's partner will seek it out, once you have two shoes in place then it the rest of the herd will want to join.
