As far as I know Lahiri Mahashaya was against cutting the frenum but not against milking the tongue, or at least attempting to gradually stretch the frenum by rolling the tongue back and applying pressure to the frenum with fingers.

I dont know whether Yoganandaji counselled methods of preparing the tongue by milking or other methods. Perhaps this is why he spoke of Kechari as being either touching the tip of the tongue to the uvula or little tongue or going all the way back to the pituitary protrusion at the soft palate beyond the nasal passages.

The role of the pituitary is that it is the physical counterpart of the sixth or ajna chakra of the astral body. When excited by the rising of the life current in sushumna through practice of Kriya the pituitary is stimulated and excites the pineal gland thereby giving greater manifestation of the spiritual eye. The performance of Kechari is also what allows the body to absorb the nectar that is secreted by the pituitary into the body instead of being fried in the digestive juices of the stomach where it makes its way if the tongue is not there to absorb it. This is what I have come to understand so far.
