This is perhaps a tenuous possibility, but has anyone considered the alternative reason for killing all these people?

What if River possessed some form of communicable "disease" that operated through auditory cues? In which case the blue-hands are killing those who have heard River to prevent its spread (I haven't read The Tempest but could these people turn out to be Shakespeare's Ariel? Our evil hands-of-blue actually dutifully trying to protect society?). It struck me that the blue-hands didn't care what River said to the officers, but that she said something. Plus, the whole glove thing reminds me of doctors. I suppose also that their killing device (which seemed sonic to me for some reason) also spurred on my thoughts about auditory death.
