The phrases "in no way subordinate" and "fully autonomous nations within the British Empire" appear in a certain rather famous document of 1930. Had you tried to tell a Canadian in the 1930s that he was ruled from London and he would laugh. Mind you, this reminds me of an amusing thing which I read some time ago. The American ambassador to Ottowa - a man, it seems, who shared the 1930s American delusion that the Empire was a coherent and homogenous unit even in peacetime - asked a Canadian chap in 1939, just before the Polish crisis, about Canada's constitutional position. I can't remember the exact words except for the final reply, but it went something like this: "If England were to go to war, would that mean that Canada had to go to war?" says the American. "Certainly not!" replies the Canadian, mildly affronted. "But," the American goes on, "if England went to war, would Canada go to war?" "Of course," says the Canadian. "But why?" Date Posted: 22:41:53 12/06/04 Mon Actually, there were no Canadian embassies until 1944. Up until then, we had diplomatic missions, which were subordinate to the British Embassies. Most business in the 1930's usually went through British embassies. A Canadian diplomatic mission was opened in Washington in 1929, but it was upgraded to full Embassy status in 1944 (probably because of the war) - it was our first foreign embassy. Ofcourse, we had High Commissions in Commonwealth countries, which were opened at that time. Today, in my Canadian passport, there is a line that if I needed help in a foreign country which did not have Canadian diplomatic representatives, it advises me to go to the nearest British consulate. And the details in my recounting of this story may be innacurate - it was something I read years ago - but the conversation is about right. I am glad to hear of the addendum in your Canadian passport. Come to Venice and look at the plaque on the Consulate here. It advises British citizens in what circumstances they should address themselves to the consulate, and says underneath "In the absence of Commonwealth diplomatic missions in the city, Commonwealth citizens are advised that the above information applies to them also." Isn't it a ridiculous inefficiency having British, Canadian, Australian and New Zealand Consulates in the same cities? It states: "Her Britannic Majesty's Secretary of State Requests and requires in the Name of Her Majesty, all those whom it may concern, to allow the bearer to pass freely without let or hindrance, and to afford the bearer such assistance and protection as may be necessary." Makes me want to froth at the mouth, or, more practically, do what I have done, which is to go down to Smythsons on Bond St and buy an original-style blue and gilt passport cover (without, of course, the phrase "European Union" at the top). This, along with the French translation is on the inside front cover. As well, on the back cover, it states 'In countries where there is no Canadian office, application may be made in an emergency to the nearest British diplomatic or consular office.'
