No way: last year a single heat in a 1-dance comp was scheduled to take 3 mins, it took just under (hence running marginally ahead of time). For 12 couples you would need:
1m30 of music
20s to call out numbers
20s until everyone is on the floor and ready to go
10s for people to leave the floor and it to quiet down enough to shout out new numbers

-> 2m20 assuming nothing goes wrong, no-one is late/confused etc. You might save 40 seconds but you need twice as many heats, so getting through the 24 people takes 4m40 instead of 3m, almost 50% longer.

I think only one event had an unscheduled round, it was the advanced ballroom. Ironically there were only 13 dancers on the floor, and the judges had 4 dances to make up their minds. 4 couples on the borderline having exactly the same number of marks in a 4-dance is a freak-occurance you won't get again at IVDA for the next 20 years...

Anyway, the event ran on time, so extra rounds were no problem. I completely agree that heats should be smaller, but it will cost time.
