One more (actually quite drastic) problem with this idea:
Suppose that this has NO effect on which level people dance at. Given that this decision is frequently affected by things other than just ability (ie which dances you have) that is quite possible. Then the only result will be an extra influx of advanced dancers into the Intermediatte, and an extra influx of Intermediate dancers in Novice. Net results - more dancers dancing out of standard, less chance for those 'genuine Intermediates' and the situation is worse. This is a real possibility.
I agree with Robin's general point above, btw, that someone should dance according to their ability, rather than how good they were a year ago, or at the beginning of the year, etc.
