After hearing Tim and Di's arguments, I can see why they doubt feasibility of Robin's proposal. So I don't know if it's going to happen.

But personally I really quite like the proposal. This is what I think will happen:

Some good inter people would want to have a go at adv, those got no recalls at all obviously are more suitable in inter, so they get a second chance, if they win, people have no excuse to complain as they are from the very bottom of adv. Those manage the 2nd round in advanced are in the right level as they aren’t too out of place there.

There will be good inter people who don't want to risk to dance up, as they might think getting just one recall in adv isn't worth it, as they can do a lot more dancing staying in inter. Well if they then win the inter, which means they beat all the adv 1st round rejects. They would feel embarrassed, as they are better than the lower end of the adv, and had they tried adv, they'll likely make 2nd round.

At the end of day, people can see who should or not be at inter. So I think most good inter people would want to try adv to avoid such embarrassment.

So I think you don't need strict rules, the embarrassment is good enough punishment. And aim achieved, isn't that we want to encourage people to dance up...
