The problems you predicted that no inter people try adv, then the rejects of 1st round adv come down and hammer the intermediate. Here are my thoughts:

This situation can be avoided if more inter people try adv such that the 1st round rejects of the adv would then consist mainly the dancing up intermediates. This again encourages people to dance up, because if no one tries, then the genuine adv will be dancing in 2nd round of inter. So it's better off for good intermediates to dance up, and if fail to progress, back in inter rather than to inevitably meet in 2nd round the very good adv people.

If the worst scenario happens that no intermediates try adv. Then I think at least it's good for people to see if those 1st round adv rejects winning the intermediate. If not, then it shows the winning intermediates are better than the lower end of adv, therefore they should have been dancing at adv.

So I think the system is very transparent, and as Robin put it "self policing".

Tim’s point of some good adv accidentally missed by judges, that’s not a specific problem of this system, just like good intermediates could be missed in 1 st round of inter… Not much we can about the bad judging.
