I had a different idea. Based on the traditional 'can't dance int if either partner made team finals, int finals previous year, etc' ... but instead of being ineligible for intermediates, just make them ineligible for the final. So the final consists of the top 6 eligible couples. Thus those who have legitimate reason to dance down (ie they won't make the final anyway) can do so, and those who are dancing down expecting to make the final won't do so. Competitors would have to declare on entry if they are eligible.

IMO, everyone in the intermediate modern final at IVDA was better than the worst 7 couples in advanced. So there is significant overlap, and pushing up a few couples would make advanced more fun.

I'd also like to see some extra rules about people dancing down in their opposite discipline - just because they haven't danced it all year, it doesn't seem right for them to be dancing intermediate at IVDA when they're in the top of advanced in their own discipline. If you're getting glory for advanced, let someone else get it for intermediate?
