OK, I'm happier with that proposal, but I prefer odd couples to be entered in the name of a particular university, and I think we need those constitutional restrictions on when teams are allowed to pool couples, so that it becomes difficult. Furthermore, I think it should be incumbent on the member societies themselves to organise this, since they should in the first resort desparately look for extra couple to fill them team, and only lend or borrow couples as a last resort. Hence I am uneasy with the executive committee organising something so explicitly, especially since it also compromises their independence. I am happier with:

Member societies with incomplete teams may apply to amalgamate teams whilst keeping independent teams. This application should be made to the standing committee. The executive committee will allow a protected space on the forum for teams wishing to advertise spare couples/ attempt to borrow couples. The standing committee should only allow such amalgamation in the case that they are satisfied that:
1) Both team captains have taken all reasonable steps to fill their teams from within their own university;
2) Neither team could survive without amalgamation. (A note should be added to the standing committee guidelines that 3 couple teams are generally to be judged to have a chance independently).
