Most non-profit community groups I've worked with have been tax-exempt .... would that work for your group? I think school groups would qualify that way, but groups like the local country club might not -- is that the kind of 'test' you're looking for, or am I way off base here .... this can get tricky I suppose around tribal groups .... then there's always the worthy exceptions that come up no matter how careful you are about your rules .... probably best to allow a little 'wiggle room' for the unexpected .... maybe by vote of the leadership council or something ??
