I don't pretend to know the answers, I just tossed out a possibility. Other possibilities include:
1. They just don't have their acts together
2. They have an "arrangement" with WON for exclusive reports. Perhaps because WON offers a financial incentive and/or the boat operations feel releasing reports via the net would adversely impact the readership of WON.

If there is no direct connection, then why aren't these reports readily available? I'm told some boats are now equipped to access the internet while on long range trips. If true, daily reports could be filed from sea. Why would they withhold this info? These people aren't stupid...they must have a reason, right? The possibilities are many. We may never know.
